Six sub-program controls define the comparable annex scope. Additional recovered rows correct extraction coverage; project-level insertions require separate identity matching.

NEP comparison coverage

The workbook provides NIA named-project and programme subsidy entries, while this appendix lists finer irrigation works and segments. An unmatched title across these hierarchy levels cannot establish an insertion. A detailed external NEP annex is now available; local row-level counterpart reconciliation remains incomplete. See source-checked named NIA comparisons for the seven allocation changes at the named-project level. The locally available FY2025 historical screen found no displayed high-title-match candidates in this appendix; that is a separate historical comparison.

HGAB 2nd-versus-3rd results are on the dedicated reading-comparison page →

Methodology and source limits

Source occurrences and their printed allocation fields are retained. Amounts are proposals, not payments or losses. A missing baseline is represented by an explicit status, not numeric zero. Source PDF page references come from the current candidate extraction and require original-page scope review. Graphs show the first 12 filtered rows; CSV exports all filtered rows.

NEP coverage · named projects versus detailed irrigation works

The NEP workbook contains NIA named project and programme-level subsidy entries. The HGAB irrigation appendix contains finer works such as canal components and stated segments. These are different hierarchy levels and cannot establish appendix-level insertions simply through absent exact titles.

  • The external NIA House annex contains 828 project rows / PHP 17,999,305,000; the local detailed schedule contains 828 / PHP 17,999,305,000. The external NEP detailed annex is now available (791 rows). The reviewed extraction takes priority over older local automated parsing. Newly recovered rows are parser corrections, not budget insertions.

The preferred House source is the retained second-reading copy. Its audit reports text equivalence across the NIA annex readings; this does not independently authenticate the bill. Annex totals and named major NIA projects are different scopes and must not be added without checking their budget hierarchy.

Reviewed irrigation annex · NEP → HGAB 3rd reading

Preferred extraction: csiiiv budget-analysis workbench · pinned source revision. Documented human corrections take priority over the older automated extraction. Raw titles, repair history, unresolved flags and source identifiers are preserved. This does not claim that every row was individually image-reviewed.

Compare the same printed irrigation sub-programs: NEP 791 rows / ₱17,598,181,000; HGAB 828 rows / ₱17,999,305,000. Net adjustment: ₱401,124,000. The old 423-row local extraction missed part of the annex; correcting that extraction is not a legislative insertion. Named major NIA projects are a separate scope.

What this schedule supports

These name-based candidates compare FY2027 HGAB lines with FY2025 enacted GAA lines. Similar names can describe different scopes or locations, so confirm project type, location, stage, and source line before treating them as repeats. FY2026 GAA line items are not available locally for this screen.

Use matching amounts as a sorting tool. Project titles alone do not establish that allocations fund the same scope.

Most repeated printed amounts

Counts of named project candidates at each exact amount. Identical amounts do not establish equal project size or unit cost.

How to read the list

Each row preserves the source page and nearby schedule text to help review its place in the hierarchy.

  • Rows on pages 570 and 572 contain the extracted project titles; page 571 is a mirrored schedule layout.
  • Amounts are in pesos in the data files and report.
  • Project titles alone do not provide a reliable length, capacity, or cost-per-unit measure.
Schedule subtotal reconciliation

The 32 named project candidate amounts sum to ; the printed Total, Project(s) subtotal on PDF page 572 is . Difference: . The schedule also contains program and PAP summaries; these are not additional project rows. An exact sum is a completeness check, not independent verification of every title-to-amount pairing or project-level classification.

61 grouped NIA entries carry positive allocations; 23 have explicit zero and 132 have blank amounts. These counts include activities and programme envelopes, not only construction projects. Named HGAB rows are a subset of the NIA budget: do not treat their net adjustment as the agency’s total change.

Grouping and source methodology

Source descriptions are retained. All NIA expenditure classes are included: GOCC project subsidies are classified as MOOE in the workbook, so a Capital-Outlays-only filter would miss them. Exact normalized whole-title NIA counterparts support descriptive allocation changes, with source rows preserved; not certified engineering scope. Fuzzy matches require qualified town/province and no explicit conflicts and do not establish changes. Repeated exact titles across grouped identities remain unresolved. Detailed NIA irrigation appendix rows and HFEP facility rows are not compared one-to-one with programme envelopes.
