HGAB 3rd: DPWH transparency and document coverage
This section uses only HGAB 3rd-reading project rows. The graph separates projects with no selected NEP counterpart, no listed DPWH Transparency documents, and missing POW/photo/RDC metadata. These are review flags: unmatched rows are not confirmed insertions, and uninspected document types are unknown.
How POW rates compare across similar projects
Machine-extracted unit rates are grouped by matching bill description, normalized unit, and cost basis. The chart shows peer spread; points beyond the Tukey fences are screening candidates for source review, not findings of overpricing. Unreconciled rows remain included.

Names and roles below are extracted from the cited documents. They do not establish current office, project sponsorship or responsibility. An RDC chair may govern a different province from the project location. For Rainwater Collector System projects, matching POW items are summed across recovered school contexts; Details shows the detected school count. Other projects may list buildings or components instead of schools.

How to read this evidence
- Only cached, header-qualified bill rows enter the cost chart. Quantities retain their original units. Direct costs exclude markup, VAT and engineering/administrative overhead unless the source explicitly says otherwise.
- The cost columns show the largest three printed category summaries and the largest three specific items within each category, with percentage, total, quantity and unit when recovered. Details lists school or component names, missing numeric fields, low-share parsing indicators and pages needing manual review.
- A matching printed direct-cost subtotal establishes that itemized table’s reconciliation only. It does not reconcile the full project allocation, contract or actual spending. Category summaries are not added to itemized rows.
- Unit prices and amount ÷ quantity are displayed separately. Printed rounding and arithmetic discrepancies remain visible for source review.
- Signatories require a name next to an explicit role in the same signature column. Assistant district engineers and vice-chairpersons are not substituted. Missing or unreadable evidence remains unassigned; no governor is inferred from geography.
- Photos open as direct source PDF links. POW/RDC source links include page references. The downloadable data contain parsed values, extraction status and source checksums; source PDFs stay outside Git.
- The project evidence table reflects locally cached NEP proposal documents. The coverage and peer sections separately use HGAB 3rd project rows title-matched to the FY2027 DPWH Transparency snapshot; stage scopes may differ. Peer rates are screening comparisons only and do not adjust for project dimensions or site conditions.
- Access failures indicate retrieval problems, not absent or incomplete official documentation. The coverage note is a dated cache snapshot, not a live claim about the entire DPWH programme.
