Method and source limits
Bill rows are ranked by printed amount. Quantity × printed unit cost is checked where both exist. Amount divided by quantity is labeled a calculated unit cost. Missing cells, unreadable scans, duplicate observations and unreconciled totals are explicit. The largest recovered row may not be the largest row in the full POW.
Shares use the NEP allocation as the named denominator. A two-row subtotal is not a complete bill, and these rates do not establish overpricing. Structural concrete volume is not cement mass. Proposal-document evidence is not silently attached to a later-stage project with a different funded scope.
